For action movies, my approach

A troubled man, how was so successful in his army-science-political life, however he fails in a position, lost her beloved one, then he refuses to go back in business, he finds himself in a web of conspiracies. Dramatic return to heroic act, the realization of conspiracy which led him lose his beloved. Boost in action and anger, bam! he wins.

You can add another females to seduce him as well, or you can make that these females as his beloved who turn out to be spies or etc.

This is action cinema in short, how do I know?
I wrote one, and keeping it.
